Gesetzliche Vorgaben im Sinne von echten Gesetzen, die die Grundstückswertermittlung definieren, existieren nicht.
Im Baugesetzbuch wird das Aufstellen von allgemein verbindlichen Rechtsverordnungen über den Ablauf der Wertermittlung bzw. die Ermittlung von Verkehrswerten geregelt:

Durch diese Ermächtigung wurde durch die Bundesregierung u. a. die Immobilienwertermittlungsverordnung – ImmoWertV erlassen. Darin wird die Wertermittlung im Groben beschrieben.
